This was, a USA pilot episode for a sailor moon cartoon version of its anime counterpart, was made in 1994 by a company named TOON MAKERS INC (anyone know about them?).
The project was down when other company bought the rights of the original sailor moon show to translate to a broadcast version in USA, so this pilot is the only remain of what SAILOR MOON USA could or couldn’t be
GOD BLESS NORTH AMERICA FOR NOT RELEASE THIS TO THE PUBLIC.
But I release this dark little secret to you all.

It seems that there are a complete video that show the person behind this project that are indeed, the person who brought power rangers to North America.
Yes!!!!!! Haim Saban from Saban Entertainment was the one behind this pilot and wanted to release this American version.
Indeed, Thanks for the tips some people gave me, toei denied saban to release this, because it would be cheaper dubbing the original version of the series, instead of remaking it.
