1855年2月7日，日本とロシアとの間で「日魯通好条約」が調印され択捉島とウルップ島の間に国境が確認されました。それ以降も，択捉島，国後島，色丹島及び歯舞群島からなる北方四島は，一度も他国の領土となったことがない，日本固有の領土です。しかし，1945年に北方四島がソ連に占領されて以降，今日に至るまでソ連・ロシアによる不法占拠が続いています。
政府は，北方四島の帰属の問題を解決してロシアとの間で平和条約を締結するという基本方針に基づき，ロシアとの間で強い意思をもって交渉を行っています。
