防衛省が韓国駆逐艦レーダー照射事件の動画を公開
12月28日、防衛省は20日に日本海で発生した海上自衛隊P-1哨戒機への韓国海軍駆逐艦クァンゲト・デワンからの火器管制レーダー照射事件の動画を公開しました。
驚いたのは韓国海軍の駆逐艦「クァンゲト・デワン（広開土大王）」とすぐ傍に居た韓国海洋警察の警備救難艦「サンボンギョ（参峰号）」は、彼らが捜索していた目的の北朝鮮の漂流漁船らしきものを既に発見しており搭載艇を出して回収中だと思われることです。
自衛隊は韓国駆逐艦からFCレーダー（火器管制レーダー）の照射を受けたことを明確にしています。韓国駆逐艦クァンゲト・デワン搭載のSTIR-180火器管制レーダーのことです。基本的にこれはMW-08三次元レーダーで捉えた空中目標に対してSTIR-180を照射して艦対空ミサイルを誘導するという使い方をします。そしてSTIR-180は稼働中も常時回転はせず、MW-08は稼働中は常時回転するという明確な違いがあります。MW-08は回転しながら360度全周にレーダー波を出しているので電波の当たり方がレーダーアンテナ回転数の周期的なものになります。対してSTIR-180は常時回転をせずアンテナを目標に向けたらレーダー波は当たりっ放しになります。このように電波照射の特性が全く違うので、誤認することは考えられません。そもそもMW-08はCバンド、STIR-180はXバンドで周波数も違うのです。自衛隊は韓国駆逐艦がMW-08三次元レーダーを対空目標の捕捉追尾用として稼働させSTIR-180火器管制レーダーを哨戒機に向けて使用したと判断しています。
またP-1哨戒機からの無線での呼びかけを無視した点について韓国側は「電波が弱く受信できなかった、海洋警察を呼び出していると思った」と説明していますが、海上自衛隊のP-1哨戒機は明確に韓国海軍駆逐艦クァンゲト・デワンの艦首に描かれた艦番号971を名指しして呼び続けています。目と鼻の先の距離で天候も穏やかな状況で電波が受信できなかったというのは無理があります。国際VHF（156.8MHz）と緊急周波数（121.5MHzおよび243MHz）の3つのチャンネルから呼びかけを聞いていながら意図的に無視したと受け取るよりほかありません。漂流漁船を捜索していた艦艇が緊急周波数の呼びかけに気付かなかった、北朝鮮海軍とのホットラインにも使っている国際VHF（韓国では国際商船共通網と呼称）に気付かなかった、そのような説明を信じることは出来ません。
イギリスのロンドン大学キングス・カレッジ戦争研究学部講師アレッシオ・パタラーノ博士はTwitterで、自身がP-3C哨戒機に搭乗して低高度を飛行した経験および逆にP-3C哨戒機からの観測を受けた経験を踏まえた上で、「今回のP-1哨戒機の飛行は全く脅威的なものではなかった」とコメントしています。
「摩擦激化」「感情対立に」＝レーダー照射問題―韓国紙
【ソウル時事】海上自衛隊のP1哨戒機が韓国駆逐艦から火器管制レーダーの照射を受けた問題で、29日付の韓国各紙は、防衛省の映像公開を受け、韓国国防省が「客観的証拠と見なせない」と即座に反論したことについて「外交摩擦が激化」「感情的対立に拡大」などと報じた。
東亜日報は、徴用工訴訟で日本企業に賠償を命じた最高裁判決に続き、レーダー照射をめぐる対立で「韓日間の外交摩擦が増幅している」と伝え、「泥沼に陥っているという懸念が出ている」と報じた。また、日本の「過剰反応」の背景として、「支持率が急落している安倍晋三首相が外交摩擦を支持層結集に利用しているのではないか」という分析も紹介した。
一方、中央日報によれば、哨戒機の乗員が無線で駆逐艦に対し、英語で「Korean South Naval Ship」と再三呼び掛けたにもかかわらず、応答がなかった点に関し、韓国軍関係者は「通信状態が良好でなかった上、英語の発音が悪く、SouthがCoastに聞こえ、海洋警察を呼んでいると思った」と説明したという。
